A Tourist Visa is Required:

Travelers who wish to visit Nauru must request apply for an entry permit before traveling to Nauru. Once approved, the entry permit will be sent to the traveler.

On arrival and on presentation of the entry permit the appropriate tourist visa is stamped into the passport.
