Visa validity refers to the period of time the visa is valid for or can be used to enter the country. The period of validity can be different according to purpose and number of entries. Visa validity also varies from country to country. Most countries issue a visa whose validity begins the day the visa is issued. For example a visa with a 3 months validity would begin the day the visa was issued, January 1 and expire April 1. The traveler would only be allowed to enter during this period.
